 In the van we find the feckless and reckless fucker, Xavier Becerra (shadowed by the obverse on the same coin, William Barr) kicking up dust to deflect; to detract to direct us to shiny objects. Objects that would absorb our attention; objects that when examined are or will found to be bullshit. Don't blame me, for even cursory examination of Becerra's pronouncements produce evidence of his lack of character! No wonder the CHP and the Department of Justice are both infected.

As Barr, by implication, threatens those who began the investigation of TrumpelThinSkin, we have Becerra unleashing his errand-boy, Montano The Illiterate, who doubtless failed at reading comprehension, to threaten me; no matter what he says now or shall.

The errand-boy, who, in a former life, was certified as a Jackass, claims or asserts that he found something threatening in this passage:

Sometime within the next 30 days POST will be invited to "Show Cause" why the data and its product, the within table, are wrong; i.e. why they should not be ordered to recall their award-winning video, and discontinue training and other means of disseminating the foul and false propaganda that the award-winning video preaches.

The threat shines plain and is proper. And calls from Law Enforcement about it are illegal harassment; as the fools will soon learn.

Montano is not British and, from his comments of last Thursday, the fucker can neither read nor comprehend. Again, what is threatened in my Blog Post, cum fax, is as plain as day, except to perverts (the sort that would find something untoward in this sentence..)

The Second Annual RIPA Board report says:

Stop data collection for the eight largest agencies in the state began on July 1, 2018. This data must be reported to the Department of Justice (Department) by April 1, 2019. As of report release, the agencies collecting data are the California Highway Patrol, Los Angeles Police Department, Los Angeles County Sheriffs Department, Riverside County Sheriff's Department, San Bernardino County Sheriff's Department, San Diego County Sheriff's Department, San Diego Police Department, and the San Francisco Police Department. These agencies have informally been termed the "Wave 1" agencies

Something to hide?
Except for the infamous Los Angeles County Sheriffs Department, the California Highway Patrol-the State's largest LEA, is the only Wave One LEA that is unrepresented in the table that shows the odious Racial Profiling, as defined by law, disparities inflicted upon Blacks.


The CHP is a law-enforcement agency within the California "Department Of Justice". It collects, on average 109,000 stop records per month (Meeting of the stop data and evidence-based research subcommittees meeting; Minutes February 5, 2019 – 10:30 a.m. – 2:00 p.m.) POST, too, is an Agency within the Department of Justice, one charged with the training of Police officers and the agency to which  remedial training for police- miscreants will be charged on the basis of informed decisions, which shall come from collected data. The CHP is, by far, AFAIK,  the largest LEA in California.  Where is its RIPA stop data? On April 9, 2019 this is where CHP's data was.

Kevin Davis from CHP commented that the CHP has not yet begun analyzing it’s data, but is
currently working on ensuring the narrative fields are in the correct format, filled out
comprehensively, and devoid of personal identifying information. Mr. Davis estimated the
agency has roughly 109,000 entries per month and noted that the largest challenges the agency
has faced are ensuring that all personally identifying information is removed from the record and
the unique issue for commercial vehicle stops.

The symbiosis between the CA-DOJ, POST, and the CHP needs little explanation or elucidation. POST holds that Racial Profiling is a figment of the imagination of complainers.  CHP Stop data that would or could refute that holding is illegally withheld by the California Department Of Justice (the CPRA request of April 4, 2019 should have been delivered on May 17, 2019. This is June 1, 2019) and has not ever been analysed; certainly for 8 months. As a member of the RIPA Board said or asked recently "is date be collected for collections sake?"

A cop described the claim threat as a "dirtying process."
