California introduces digital portal to document ICE abuse claims
California has introduced a new digital portal enabling residents to report incidents of abuse by U.S. Immigration and Customs Enforcement (ICE), including excessive force, arbitrary detention, and other alleged misconduct. Announced by Attorney General Rob Bonta, this online platform allows individuals to submit videos, photos, and additional documentation to support their reports. The state's objective is to strengthen oversight of federal immigration enforcement, protect vulnerable populations, and improve the efficiency of evidence collection. I support it. I have said so before. I have also said that the CA-DOJ's new-found posture is humiliation itself.
This initiative highlights the importance of accountability across all law enforcement agencies. When California state or local law enforcement officers conduct operations in communities with non-white populations, current Racial and Identity Profiling Act (RIPA) regulations—effective since 2024—do not require them to report similar encounters. Providing further clarity on these requirements and their impact on community trust would be beneficial, since the present circumstances bring to mind a scriptural admonition:
The phrase "take the beam out of your eye" is a biblical metaphor from the Sermon on the Mount that urges self-reflection before criticizing others. It means you should address your own significant flaws (the "beam") before pointing out the smaller faults of others (the "speck"). By removing your own "beam," you can gain a clearer perspective and be more effective and compassionate when helping others. [1, 2, 3, 4, 5, 6]
- Self-examination: The first step is to examine your own life and be honest about your own faults and shortcomings. [1, 6]
- Address your own flaws: You must first remove or deal with your own major sins or flaws (the "beam") before you can properly help someone with their minor faults (the "speck"). [1, 5, 6]
- Gain clarity: Once you have addressed your own hypocrisy, you will have a clearer vision and the moral authority to help others with genuine humility and compassion. [1, 5, 6]
- Avoid hypocrisy: The phrase is a warning against judging others while ignoring your own much larger flaws. [1, 6, 7]

All communities deserve transparency and accountability from all agencies involved in public safety. It is nigh unto impossible to complain about abuse by local or state law enforcement; the department over which you preside is no exception. I encourage real collaboration to ensure that these tools and policies be more broadly used and implemented since that is required to foster positive change and enhance trust. If you would like to discuss how the digital portal might align with broader reporting practices or explore opportunities for improvement, please let me know in writing. Better yet, tell the LEAs.
Thank you for your attention to these concerns and for your promised commitment to deliver real change and transparency, not just performative poopalicks.
